As we all know, only american account users can redeem promo codes, but recently, I got a code and while i entered all the information, i ignored the credit card section and directly entered the code inside the redeem a code section, then, it seems that you can get the app as well as make the account without a credit card. I'm not sure if this is known and all that but it seems kind of new to me.:D
