Command and Conquer DLC issue. HELP!

Apparently I can't buy the DLC. Whenever I try I get this error:

10002

No. I tried re-installing. Didn't work.
Is it worth restoring? I don't want to re-download because my download limit is blown out and it will take like 3 hours...

Just Restore. It worked eventually for me when I clicked restore 5 times and install.
