I'm pretty sure those (in that particular screenshot) are iPhone apps, not iPad apps. Look at the thin aspect ratio, how big the UI buttons are on the bottom of the screen, and how big the text is.

It won't. I bet you'd find the same app on the App Store from the iPod Touch. Just because it there, doesn't mean you can use it.

Nah, iPhone has thinner aspect ratio, that's partly why pixel-doubling old apps on the iPad won't fill the whole screen.
iPhone: 480/320 = 1.5
iPad: 1024/768 = 1.33

Man some of the screen shots really make the ipad look like it could be used as an awesome cookbook.

But looking at the damage I have done to some of my cookbooks I am not sure if I should use it as one :)
