Iphone jailbreak help?

I just got an iPhone and I need some Q's answered...

First... I have the 3gs, it is 3.1.3 and I want to jailbreak it...Can I?

If not is there a way to downgrade to 3.1.2 firmware so I can?

How do I know if I have the new or old boot rom? It says only the Old one works.
