How can I change permissions without wifi?

I can't find a USB ssh program that will let me change permissions, and I tried icommander yet it they always go back to 755. I really want to set dospad up and play wasteland but can't untill I change permissions.

If you're on a PC WinSCP allows you to change permissions, but it's not USB. Try iPhone Folders, I think that might allow you also.

On most file types you should be able to change permissions on your computer before you SSH. Right Click, Properties, Security tab, Advanced, Effective Permissions tab

And if you're on a Mac then check out PhoneView [Idk if its for Windows] Its done through USB.
