I doubt they'd spent the money to add subtitles at this point. Back when Blazing Star was released minus the "Fast Touch" controls, the game wasn't necessarily met well by folks who are used to SHMUPs with relative touch controls. DotEmu actually released an update for the game adding in those Fast Touch controls (that are closer to RT) as an alternative with a separate leaderboard. If that isn't "adding features", then nothing is. With that said however, adding new languages to a game is a much, much larger feat...and yeah, probably won't happen. If still puzzles me that developers would ignore the needs of a substantial fraction of the population. The pattern involving what is or isn't subtitled is more of an artistic choice in this game rather than a functional one. The protagonist doesn't understand some languages, so there are no subtitles for them, for example. Additionally, random comments that may take place on top of important conversations add to the immersion if you can hear them, but irrelevant if you can't and just distracting from the conversations. I think some ire could be directed toward developers for not subtitling explicit cutscenes between action sequences like with most games, but here I think it's just a matter of a game that intrinsically will miss the mark with people who can't hear because of the amount of effort that went into sound immersion.
