Like a game where you could drive around and explore and do missions, but weren't encouraged to do bad things like in gta ... Maybe as a cop/secret agent type thing ?

That. It has no campaign but does have the generated dispatcher missions. No pedestrians yet but the dev is working to include them in an update or at least plans to.
I'm also okay with a fantasy setting .Basically anywhere where I can explore a city/village, as well as do missions
