I think respect points are a neccesity. This site definetly needs it so we can tell who is a good member, and who is a bad one. I mean all the good sites have them, view: Look he has 1000 respect points. I believe this is an absolute vital part of good forums. Right now it feels so... bleh. But with respect points it would really stimulate my forum browsing experience.
Well judging by all his humor I think around the 10,000's but those timeouts take a huge portion out of it. Those Killjoy Mods ruin all the humor on this site.
This would boost people's posts of helping others... but it could also lead to people just giving one another respect points, as part of a deal, for example: 'If you give me a respect point, I'll give you one'. Or something along the lines.

If a system is implemented, it must have the option to add fractions of points, so that my self-inducted respect points are transferred in full.
