I think the reason is the lack of giving players things to do in the world.
Ok let's compare gta sa and gangstar vegas
Gta push the player to explore. You have to go to the shop to buy stuff, different items avialable in each sops. Sometime you got to drive across twon to buy an item.
In the other hand in gangstar vegas you just seat anywhere and buy stuff.
The AI have a plastic attitude toward the player.
The only thing the people in the world does is curse you out, and run.
The same problem with six guns.

I don't hate them. They are fun and all but the living atompshere just isn't there. Barely any cars or people on streets. Still have though.

Because Gameloft generally isnt attentive to details. They only polish the basics of their games to get more BUYERS to play the games, rather than get PLAYERS to play them.

This means that their shorter games are soooo much more polished. One example is Asphalt series. The game is pretty much the same once the mechanics have been put in, so Gameloft does it really well. Single-minded games like Minion Rush, Iron-Man 3, and the new Ninja Up have shown that their mechanics are complete, and well done.

Then again, Gameloft pays a lot of attention to making money so their games usually tend to tip over to the greedy side of things.

I beleive that with a more impelling world six gun can be a lot of fun.
Imagine you are like van helsing and some twon you goes buy have some random AI or a priest AI asking to free their town of evil.
Or something even cooler. A civil war betwen the AIs because they accuse each other of being vampire. A lot of random gun fights and some mini games.
Like drinking, knife throwing and catch wild animals a live.
Just imagine how fun it would be.
