Is there software out there that is easy to use and can give the affect of a paper plane gliding down, up, tipping its wing and turning?

Short Answer: Yep! There sure is!

Long Answer: Software is just a tool for art creation. It is meaningless if we don't know how you are getting the art into your game or how it will be animated. I can't really point you in the right direction since I don't know what Engine (if any) you use, whether the game is 2D or 3D etc.

For a Paper Plane though I think you could get away with using a static mesh and just moving it in code/script to tilt it around and stuff. Again though, I have no idea how your game runs so I can't really offer advice on it.

Pretty much any piece, however I agree 3D mesh would be the easiest way.

Assuming its a 3D paper plane and you you want to render the frames out to 2D? You could take a look at Blender but it has quite a hefty learning curve
