Yes, it is a different dev. I've never played the actual board game, but the only thing I've heard the Android version has over this one is that the tiles are identical look-wise to the physical version. Other than that, while it may be unfair to compare, the asynchronous online gaming is a pretty big deal favoring the iOS version unless you plan only to play locally.
I'm not sure who told you that, but that's the wrong way around: the tiles in the iOS version are pretty much identical to those of the physical game, while the Android version suffers from an ugly, hyper-saturated interpretation (amongst other issues). Physical game: iOS: Android:
