Promos dont expire after a new version. But they do expire after appx 28 days after they are generated. He probably generated them atleast a month ago.

Posted a review on iTune and I gotta say I meant every word. This is a fun and relaxing little app. I'm one of those people who dock my iphone on my desk at work and occasionally turn on the koi pond or bloom or some app to help reduce the stress at work. This is a great new addition to that collection. Love the interface and the ambient music. Short-term recommendation for an update would be the ability to mix and match seeds in the same pot. (Unless you can do that now and I just didn't find it.) Long-term request? Real-time lighting based on the time of day. These flower pots look so nice it's almost like looking out a small window. Imagine if you could have the morning sunrise casting shadows over them... the midday sun casting down on them... the setting sun as well. Just something I think would be a neat addition.
