Take something like X-Com, and micromanage each and every part of each and every move, to the point of slight pauses in movement, facing, weapon readiness, etc. And to be clear, I mean like "tell unit to move from A to B, at 15% of the way through face left, at 30% through pause for a half sec then face right, then go weapons down and ignore any threats until 75% when you go weapons up again." That would be one move. Do that for all your units while your opponent does it for all of his, then all move simultaneously. It's more than a little like playing chess 5 moves at a time. It's a terrific tactical game, but there's a definite learning commitment there.
