      is there a place where I can see the rules for what apps submitted to the app store can and can't do? for example having root access or editing system strings or other apps' .plist files?

      Read the iPhone SDK Agreement on the main dev center site: Agreement
      I'm pretty sure that none of your examples are allowed by the official iPhone SDK agreement.

      so you can have your app edit it's own .plist files but no other ones?

      what about an app like the Hackulous Security thingy or apps that enable Emoji icons?
