I got it about 4 days ago on my iPad. It took me until today to notice it ABSOLUTELY DOESN'T* support animated gifs, NOT hooray! *Except in iMessage. You can also navigate to a gif in Photos and click the new email icon for the popup which will then display the animation.

I haven't saved any from Safari yet, but I got a couple through iMessage and they were animated in the message too. Actually now I look, they're not animated in Photos, just iMessage. Weird.

From what I understand IOS devices are designed to drop wifi in sleep mode to save battery and if you don't have cellular data you're unreachable the only way to keep wifi on is to plug your device to a power source.
I don't have cellular data on my iPad, but I never miss a notification whether it's email, iMessage or an app, so I guess that's push doing it's job.
It was a false alarm. My bad. That said, you've always been able to save animated gifs, they just don't animate in the Photos app, I've never tried uploading one to TA.
