I'm talking about the real IAP purchase from the Appstore. Has anyone else seen this? I assumed in app purchases have min price of 0.99. Then in past few days I saw a few of them went from paid to free briefly. I got them and yes they were really free. Anyone else had this before?

Well, as often as a developer decides to change it. The reason you see and hear less of it is because unlike full apps, there is no way to track price changes for in-app purchases.

I've seen it happen on a few apps, e.g. Grumpy Bears have gave away an IAP worth $4.99 if you download there app.
Iaps are very strange. Just yesterday I purchased Grain Science by Wooji Juice. After a tweet or two of snarky begging, the dev unlocked the in-app "lock" on another app of his, Hokusai Audio Editor. All he needed was a screenshot of the "about" page. I swear, black magic must have been involved.
