Thing is, there arent that many threads for it. May be one or 2 max a day. If you create a separate section for it, it'll be even more difficult to get an answer as not too many will bother to check that out. (Btw, I'm just stating my opinion, I dont have any powers to decide/create a new section. Only an admin can do that)
I see that there are a few "Mass *** *** Thread" why not create one of those and then sticky it? So name it Mass Tech Support Thread or something? Just my 2 cents.
That has been attempted once before-- the problem is that it wasn't run by a mod and it wasn't stickied, so the info in the thread wasn't collected together. If a mod could manage a thread with some useful information in one place, it could work.
