Can you run a small company with a game and userbase line OMGPOP with just 4 people?

A single programmer, artist, sound person and a marketer?

Nimblebit who made Tiny Tower has 2 staff and over 1m DAU.

I'm not pretty sure of it, it's more about what they intend to do, not only the code, the code cannot handle 40 millions users without a server care..
