The only thing that can stop this is a group lawsuit by several game publishers that hurts Apple enough to expand its testing process.

The sad thing is I think The App Store gets its massive variety based on the faster turnaround (compared to other such services like PSN and Steam).

I'm not a developer but is it possible to release a game that is identical to another popular game without copyright infringements ?
