If the people running for public office can vote for themselves, then I think developers can give themselves 5 stars

I never rated mine. You'll only rate it in your country anyway.

I once got an email from Apple suggesting I rate my own App in response to a review deletion request. They refused to delete a factually wrong review but told me I could instead review the app myself....

Well, of course you can rate your app. But I wouldn't write a review, just because that it is too obvious when a review is written by the dev.
