This should be out internationally everywhere; not all releases conform to the NZ standard (a developer can just instantly release everywhere on approval, instead of setting a time).

Evil Indie Games has a good reputation of publishing cheap titles with entirely optional IAP, I haven't played Draw Wars yet but Battles and Castles as well as Cars and Guns 3D were well balanced not compelling IAP.

How good is tis games? Why is only 0.99? How bad iaps? Are the levels designed well? tq

Looks like consumable items would be needed to purchase with in game currency as I don't see any other way of acquiring them, however you earn a decent amount so may be able to ignore IAP, but too early in to say. It's more of a puzzler than an RTS, think of Flight Control crossed with a minor touch of Angry Birds. Level design seems okay but so far things have been relatively simple.

Some people will love this but not really my thing.

SO it is not actually a "full" rts?

Nope, levels are set up in a certain way and you need to come up with the best solution.
