You'll get it from a customer, probably after reaching a target G amount. Once you get the fishing pole from him, see Fred at his store & he'll give you 10 fishing bait. Once you're at an area where you can fish (Fire Island or lake), stand in front of the fish icon and press the OK! Button and you'll automatically start fishing. Be careful of pulling up the Monster!
