It is pretty obvious that the person is creating a post for evey crappy game he can find in order to increase his post count. Why is that not considered spamming?

It's only spam if they're reposting the same thing over and over - there are tons of crappy apps, and if some poor soul wants to report each one that goes on sale, then that's their prerogative. We can only hope that they acquire some taste and start posting only news about better quality apps.
