I think that was what Paul and Dave were trying to get at. To allow communities to mod the game, upload the mod and maybe have it made official. The game is being coded in C++, but it is being coded for our own in-house moFlow engine so I am not sure how easy that will be for players. I know it takes our interns like a day or two under supervision to begin coding with the engine though, so maybe it is easy and I just don't know kom-pu-tars.
I do hope that facilitating community involvement in the actual development of the game is high priority though, because when you look at what modding has done to ARMA with Day Z or to Gooseman's Counter Strike, you can see the obvious benefits community-modding can have (as well as the obvious issues, with hacking and the like).
