Everytime I rank up it says I've unlocked a plane, how do i use the plane, all I see the IAP planes.

The screen that's there when you open up the game should show you only the planes you've unlocked.
If you select profile, it will show you all the planes available, both the locked and unlocked ones.
The market is the only place where you see only the locked iap ones.

Maybe someone can answer this.
If you respray your jet on iPad version, how come it doesn't sync the respray with the iPhone install?
Or does it? It doesn't seem to work for me and I thought iCloud would just sync it.
