That's not what Sam meant.
What he was saying is that its not open world and that there's no reason it would be, its all real world race tracks that it uses according to previous info and that the list of supported devices isn't out yet or confirmed yet. Basically that's its not known to be limited to 4s and 5, that the supported devices will be announced closer to launch and may well include the older devices.
