You don't need another promo code for your friend to get a copy on his device. Just log onto your account in which you own the game on his device, and go to this app on the store. Since you own it on that account, it should say install. It'll download free of charge due to the fact that that account owns it. Then, just sign out of your account once it's finished downloading, and voila! He has a copy!

Why Apple made the "Gift this app" if I can simply use this method to make a gift to my friend ?

As long as he has his own GC account and he connects the app to it, yes.
