I am the developer of this game. It was inspired by the current season of Formula 1, with many saying that some races were a bit of a lottery, with certain tracks suiting certain cars.
In most racing games you can adjust your car setup but it is often difficult to see the effect of this since the setup of other cars are not known and often a strong setup can be hidden behind bad driving. In Grand Prix Builder the cars are driven automatically to their limit, allowing you to design the perfect track to suit your car. The setup of your car may be adjusted (slightly) half way through each race. Rain also plays a large part in strategy.
It is completely different to Grand Prix Story. I would say if Grand Prix Story is at one end of the spectrum, and Draw Race 2 is at the other, then Grand Prix Builder would be in the middle.
