It's totally true.
At 15th prestige and rank 50, the vast majority of players I come up against are in the top 50. Always playing a couple in the top 10 and have come across the top man numerous times over the last few days.
Now as I'm 33 on the leaderboard (by my in game xp, I'm 30) that's to be expected I suppose. But either way its all multi prestige top ranked players that are in matches with other multi prestige.
So I would recommend limiting prestiges to a certain extent. I'd love to come up against noobs myself but it never happens.
Another thing is when you're multi prestige and see lower prestige badges, one tends to underestimate the player so sticking to a lower prestige will give you a psych advantage over higher prestiges straight away.
