Iphone Can't update does cydia work?

Okay here is the situation, an iphone simlocked so it can be used outside of the U.S. You can't update it because then it would go back to AT&T. So my question is, with the original (oldest) software, does cydia work? If so can I just download it from installer?

Help is very much appreciated
