I've had this on my wish list since it was released. I'm not sure why it went on sale or for how long. It appears to be the full game. I didn't see any IAPs. At $11, it's hard to buy blind, but for free, it's definitely worth checking out. I can't get the app store link right now, but here's the Appshopper link. The horse racing game (Starters Orders 4) is very good, even if very flawed technically and as niche as it gets. Though not quite as niche as this one I suppose.
