Nope, you need a US account to redeem apps, but you still should be able to sign up if you're outside the US. I'm in Canada and I can download sponsor apps on my Canadian account but to redeem, I need to hop onto my US account.

 

I've just changed my credits with the ipad min and they said that will contact me via email ...
does anyone know how will they contact me if they don't have my email?
