It's so easy that I cleared the first 40 levels without losing a life or buying any extra characters, and when I did get killed (because I was taking screenshots) I was able to just start the level again with all my points and attributes intact. If it doesn't matter whether you live or die, how does it even qualify as a "game"? Super Crazy Wars isn't a narrative-led game, every level is more or less identical to the previous one. And it's certainly not a puzzle game based on clearing a succession of very different stages by working out the solution and then executing it with precise timing.
