No they're not ... the 'easiest' hints sometime implicitly include the previous hints, but they are two different groups .. I recommend using none

The 'Hints' in the game are divided into two collections.... Each collection contains a set of 10 hints to cover all the challenges. The "Level" of the hints doesn't refer to the different challenges, but to the difficulty of the game having seen those hints
