From what I've read it should be the local midnight for each country's app store, but it won't happen exactly at 12am. You'll need to give Apple servers some time to update.

In Spain they become available at 1 a.m., which I guess is because Apple takes the reference of GMT as "European release time", and we're at GMT+1 here. You cannot find them in the App store for a few hours if you search for them, but you can buy as soon as it is available if you follow the direct link from the NZ app store, which I put here:

When available in your local app, it will open it directly. If it's not available yet, it will say so.
