The people who approved the game probably didn't know that the artwork is from One Piece or they wouldn't have approved it lol

Nope. Apple reviewers just don't care. Apple can't be blamed for not knowing about all the licenses that all the different developers have or not have. If you're a copyright holder of something, it is YOUR obligation to contact Apple and send them a note about a copyright infringement. You have to protect your own stuff yourself, not Apple.
The only thing that counts for the Apple staff is that the developers closely follow their own rules.
In all other cases, they only take Action when noticed. Read the Apple guide for devs, it is everything in there.

Hi, you seemed to be lost on the Internets.
This is TouchArcade, where 2$ for a game is too much, 5$ is an outrage, and 10$ or more is putting sugar in their car tanks whilst killing puppies.

Guess you guys havnt played any competitive games before..usually the knockoff versions (if it were a knockoff) end up better then the original. They have time to change things that wasn't that great in the original

lol Fuzion Pirates. Such a blatant rip-off of One Piece. I don't recommend it due to the freezing.

If you're a real One Piece fan, grab the new One Piece Treasure Cruise iOS game from the Japanese App Store for free (although you'll need to understand Japanese when you advance in the game).

Exactly the same game as Cast and Conquer with diff art. Definitely a copy, get the original game, which I play btw and it's pretty fun for a ccg/pvz hybrid.
