I got it.

This is an unintentional special effect that comes from the rendering method used. The fish has no manually crafted rotate version sprites, so it rotated from the main set of sprites programmatically. Everything is rendered into a small texture, than it's linearly up-scaled producing this retro effect.

In the team the opinions on the effect did split. I personally like the effect very much - it gives it a little more personality and reminds me things from childhood. Artists/designers, including the author, don't like and told me that if they had more time they'd make some extra sprited for rotated fish.
