I'd argue the game is actually BETTER with obnoxiously high gem prices. It means most players will actually be playing on a level playing field. The luck of the draw of what you pull on your free Contracts will be where the real power comes from.

That said, since you have to win 3 of 5 battles to advance to the higher rankings, it's entirely possible for a player to "farm" the lower levels by deliberately throwing three of those fights with a weak team.

Probably not a very sensible strategy because you'd have to lose 50% of your fights to stay at low ranks, and try to roll low enough to destroy three tanks but still lose (to maximize your loss profits). But having your entire team one-turn-killed by someone who's been sitting on Bronze 1 for a month might drive off potential players.
