If a download on 3G and too many MB, still a sale?

Hi. If a download if started over the phone network, but then it can't complete because the file is too large (needs to be over wifi) will the user still be charged and will it still class as a purchase /download?

If there's no space on ur device it tell u straight away. But with the above question, it allows u to put ur password in first and tries to download first without telling u.

The iphone displays a box prompting the user to dl on WiFi or computer before the purcahse can be completed.
