Creating a game storyline is like writing any story. You start with the idea, your characters, their location. You need to figure out what they're fighting against - is it external or something internal? Are the characters fighting against each other or against someone else? It's the conflict that typically hooks the reader.
Without knowing more of what you're looking for, it's difficult to respond - your question is sooo open ended. |

As a writer and a gamer, I'd suggest that you make the character approachable - someone that the player can immediately empathize with / imagine themselves in their place / want to be. They're special in some way. The hook is typically the character themselves or the problem they find themselves in, either immediately or very soon after they're introduced.
