This is kind of odd. I would suggest just to build the app. Are you trying to get a developer to build the app for free (with a contest as the reward) Money is really the driving force for developers to create great products. Our company iLifeTouch has built 100 + apps in the last year and the store is very aggressive and the fun element is gone now. 90 % of developers that have developed more than 5 apps feel the same way it is all business now. Money is king.
