I'm not sure if it's the same on iOS 10, but you should be able to go into Settings>General>Storage & iCloud Usage>Manage Storage
Then find the update, tap it, and delete it.

I just managed to drag a file from a folder to my iPhone in iTunes 12.7.

So, yes, it seems to work. Still not great due to the lack of back ups of everything from here onward, but itíll have to do. Until they kill that feature too

You can still backup new apps if you have an older version of iTunes perhaps on another PC. Yes, you have to download them again assuming you purchased them on you phone or iPad but is that an issue if you want a backup? I have bought several apps and games this week, on my iPad, and they automatically downloaded to my PC with an older iTunes. You can't do it with the latest iTunes but so what. I prefer the latest iTunes as I only ever use it to sync music to my iPhone and it is so much faster than previously especially if you backup your phone to the cloud.
