Hi there,
In my opinion, we should focus on different group depends on your budget.

If you have a low budget, to assure you have the quality you want, I will suggest:

a.) First look for people around you, friends, friends from friends...etc

b.) get to some grad shows and look for young talented, they have passions, willing to try things out and to extend their portfolio and someone may interested into your project (try not to take advantage of them tho, they need to pay for living as well, but you can discuss with them what you can afford),

C.) join some relative courses (programming, coding, marketing...etc) ( could be just short courses) you may have a great chance to know someone who is already in the field and may want to work with others or suggesting you their friends.

So it is more about knowing about knowing more people, building up your social network and you can really understand if they suit for your project.

If your budget is higher and looking for some real pros to work for,
You will need to post for the hiring or look for the one you want to work with( you could found them from the credit of every apps, look for their company name, contact etc)
