It just seems to me that, depending on the challenges presented, the effort required to progress toward each goal (the "crowns") could be very different. For example, in some levels, the effort required to gain a maximum score might be better served by a more careful, thoughtful approach to the level than the effort involved in simply "clearing the board of 40 tiles", or even freeing all the golden tiles. The level goals seem in conflict with each other in some cases, so it makes more sense to allow them to be won individually and persist through repeated plays. Certainly that makes more sense if you want to attract and maintain an audience of casual gamers.
If, on the other hand, you're only aiming at pleasing hardcore gamers, then I hope the subset of those who play Mahjong matching games and want tougher game play will be pleased with your effort enough to sustain you.
