I talked to James, he says there's a universal version. The difference being, it won't be as good as the iPad version. Here's a quote from my email.

Thanks, but iPad version is actually a separate product (due to being much
larger download size and it can't make it under the iPhone 20mb app limit).
I am however going to add iPad compatibility to the iPhone version of the
game, so it will use the extra screen space of the iPad and not have to run
in pixel doubled mode! But it won't have the higher resolution unit
graphics, landscape textures, extra controls and UI, or the music that the
    iPad version will have.

    Sincerely,
    James Bryant

Oh good! I know James said something about expanding the iPhone version once but then never mentioned it again. Then it was all the talk about higher res art for the iPad version I thought all hope was lost :(

If the game is universal and under 20mb 3G limit, this will be an awesome effort! :)

Looking forward to the iPad version! I held off buying the iPhone one and I've been waiting and waiting for the HD one. I hope it's coming soon. :)

LASW HD is in review! Here are a list of some of changes since v1.1 for iPhone was released:

added T1 AA defensive unit GAAM
increased fog rendering speed, dont visit all tiles when drawing fog
42% increase in blended water rendering speed
    30-40% increase fog rendering speed
modified terrain textures so units are easier to see (tundra and grassland)
mobile: terrain is now permanently worn based on how much units travel over it
mobile: minimap is now much clearer, changed how the units are drawn in the minimap
iphone: 3gs now updates minimap faster
ipad: now using blended fog and water, you should see quite a visual quality increase
added follow unit with view command
    mobile: added orders menu
mobile: make upper left buttons bigger, old button size was 26x21 546, new size is 35x24 735 34% bigger
tactical map interaction, selecting units, lasso selection, placing units, all working!
iphone: use both blended fog&water for 4th gen
defensive units DPS was too high
    added animation for healing units
shields now take 4% damage when absorbing attacks rather than 1%
desktop: key bindings for lock view and tactical map
now saving and loading infinite build queues
AI will now build Merlons or Zeniths.
    mutator setting is now saved
mobile: fixed continental map, now has rivers between continents
mobile: improved graphics quality for units and buildings
iphone ipad: populuation limit increased to 1000 each for 2 players, 500 each for 3 players
no longer crashes when memory is used up before population max is hit
when all units in a custom group are set to move or attack they travel at same speed (except for jets)
elite units now turn black instead of white
automatically place many units at once, remove [*] button
ipad: support screen rotation, works on iphone too
fixed a bug where game would stalemate if AI has cloaked unit left and doesn't attack with it
AI should now kill you more quickly if it has an offensive advantage after reaching Tech 3
    ipad: added music!
AI: if enemy is on another island don't build ground units
option to disable all voices (since they are in english)
french, german, italian translations now included!
AI was only salvaging units if it was currentplayer (due to caching of pCenterUnit)
set player country based on locale
optimized particle effects for much faster rendering during battles with a lot of units
AI is more likely to build defenses when it detects its outnumbered offensively
