      I don't have a windows computer , and rarely have access to a mac . Is there any way to set up a cloud-based virtual computer for free so I can run it on an ipad?

      Nope. you need a PC or MAC or PS3 or Xbox 360 to play it.

      Yes , but is there a way to emulate xbox or ps3 , or to make a virtual cloud-based pc , like online?

      You might be interested in something like Splashtop Remote Desktop.

      No.. there are no Xbox 360/PS3 Emulator

      and no there are no free online cloud service that lets you play pc games.

      Only service i could think of would be http://www.onlive.com/ but i have no idea whats going with them now days and streaming games is pretty useless unless you live close to server.. bad latency
