It sounds like it does affect other players, if the host quitting means the other players loose their progress from that match.
Might there be a way to simply award players other than the quitting host their match gains as soon as the host disappears, or would this require host switching too?
If not, give hosts a few seconds to come back (to account for phone calls, mistakenly pressing home, etc), and then penalize them for quitting.
(For, as stated previously in this thread, ragequitting was a problem from the outset in Street Fighter Volt, only grew worse, and has put the Volt online community partially in stasis, as many avoid ranked games until the issue is fixed. If it ever is.
Similar issues could very, very quickly turn those sweet Deadlock juices sour, put a damper on the initial excitement, and loose you quite a lot of those players that the initial free price point might help gain.)
