Top view 2d shooter games - Can you give me good examples ?

So, here me out first. I don't know the exact gameplay term for what I'm trying to describe here, so "shooter" may be wrong.

Here's our current game idea:
Basically you steer the blue bird with tilt controls (atm) and place poop on the cars and avoid the brown bird attacks. The background is static and the bird can only move around in that, so no scrolling like R-Type or similar games you might think of.
However it's not fun at all, at the moment.

So I was wondering, I'm sure there are tons of games out there nail that gameplay aspect perfectly. We are looking for nice examples of similar gameplay experience that you could think of.

Basic premise we are looking for would be:

- You control an object/character in 2d world from top view
- You have certain weapons/tools that you use to manipulate the stuff underneath you
- You get points and bonus and combos for doing so
- the environment is one static picture and doesn't scroll around

Can you give me a couple of examples that I might take a look at to see what works good and why it makes the game actually working ?
If something is unclear I'd love to give more detail

Due to the nature of the similar theme, we stumbled over piegon squadron.
I forgot to add the we'd want the game to take place only on the static background, no scrolling around for the player.

Anyone else knows of games similar in nature ?
