Is there any way for a class 2 plane to land in a class 1 city? Such as, if the city is upgraded enough will it become a class 2 city?

Had to spend 111k for a new plane spot and $7 to build the plane. I'm not worried about the bux since we got $100 from winning, but I could have built another plane or something.

Can you only find mystery parts whilst delivering to the event location? I'm currently in Europe and don't want to have to open up two zones yet.
