Edit. Wanted also to add, it would be cool if you could buy transition pieces to spiff up how your streets look.
Such as the sand ----> sand+stone--->market floor, or stone ----> paved streets.

The windmill can be useful (gives a boost to a large surrounding area) and it's cute (I think), but there's definitely better stuff to spend flooz on (especially when you were saving up for something else... sorry that happened to ya). I wanted to rebuild my small house (for at least the 10th time as I'm never quite satisfied with it... maybe I'm hoping for a color/villager that just doesn't come with that house) and I accidentally placed an Asian house instead. Tried it again and accidentally placed a fort house. So yeah, It would be nice to have a confirmation....
A few kinds of flooring kinda sorta have a transition built in (green stone and stone floor), but it would be nice to have something like that for everything else too...
